"I haven't gotten as far in the book as i would have liked to have got yet (damn coursework!), but David Starkey did make that remark in his two part documentary about the "Forgotten" Tudors. He mentioned that Mary refused to allow Phillip make any decisions in the running of her country, it was the ultimate reason he left England and returned to his homeland, and although Mary did pine for him, despite how much she missed him, she still didn't give him free reign just so he would return. She may have longed for his love, but she didn't try to win it at the expense of her people." I think that Mary listened to her own Council, and her heart of hearts, when they said giving Phillip the crown matrimonial would weaken her status and make the people revolt. As for Phillip leaving, well, he was always looking for an excuse to leave, from the first day he saw her I think he wanted out. But ol' Phil was pious and obedient, his father wanted him to marry England and add it to their Empire. He did as he was told by his father, no matter how much he loathed it. Mary may have conspired to 'keep' him by letting him get England involved w/a war in France. Probably how she got him to come back and perform his duty in bed again. I don't think he'd have come back unless he had something to gain by Mary, like promises of an army and money for his personal war w/France. That time she didn't listen to her Council, methinks.
