"Wolsey was able to convince Francois that Mary was legitimate, but, Francois after completing the marriage contract married Eleanor. I guess what I am saying is that today, Francois might be courting Henry's favor (as he did in offering himself as a potential bridegroom) but then he shifted his allegiance apparently to the Emperor and married his sister. Any good will occasioned by a brokered marriage only lasted as long as it was in the interest of the countries/rulers concerned. Henry's marriage to Katharine should have meant that Spain and England would always be allies, but when Henry lost faith in Charles after he failed to provide troops and support as agreed when he invaded France, Henry although still married to his Spanish wife, began to consider allying himself with France by marrying Mary to Francois's son, the Dauphin. Katharine was very much against that, but Henry was not interested in listening to her.
Cromwell considered Cleves, a Prostestant principality a possible ally. There was no united Germany then. As with Italy, Germany was not united as a country until the mid-19th century. It was in Henry's time a group of principalities, some Lutheran, some Roman Catholic. Even Cleves' ducal house was divided. While Duke John and his sons were Protestant, his wife, Anne's mother was Roman Catholic and apparently, raised her daughters to be Roman Catholic according to Antonia Fraser.
I suppose Henry, since he still thought of himself as Catholic did not see any barrier to marrying a Catholic princess. It would have been interesting to know how the Pope would have responded if actual marriage negotiations for the hand of either of the Catholic princesses have actually taken place. Perhaps that was another reason Charles refused to consider permitting Christina to marry Henry.

...Henry's penchant for marrying for love and marrying his subjects made him something of a laughing stock to Francois I, at least.
Further contributing to Francois' unreliability as an ally was the fact that Englllish rulers laid claim to parts of France back to the time of William the Conqueror and were constantly trying to enforce those claims waging intermittent wars in France as Henry did. Francois found himself the 'man in the middle' of two rulers who would have loved to carve up his country. His alliance with the emperor was most likely because of all of the three rulers the Emperor was the most powerful. Both Francois and Henry had were in awe of him.
